Job Title
Principal Analyst – Taleo Application (IT Enterprise Solutions)
Job Summary
We are seeking an experienced Principal Analyst to own the strategy, configuration, integration, and support of the Oracle Taleo Enterprise Edition (ATS) platform. The ideal candidate will bring strong functional command of the end-to-end recruitment lifecycle, deep hands-on expertise across all Taleo modules and features, and proven experience delivering full-cycle Taleo ATS implementations. This role requires a seasoned professional who can independently manage integrations with HRMS/ERP systems, background check providers, job boards, and career sites, while serving as the primary point of contact for stakeholders and external vendors.
Key Responsibilities
End-to-End Recruitment Process & Taleo Application Ownership
Own and drive functional and technical ownership of the Oracle Taleo Enterprise Edition platform across all modules, including Taleo Recruiting (OTAC), Onboarding, Career Sections (internal and external), and Taleo Connect Client (TCC).
Demonstrate strong functional knowledge of the complete recruitment lifecycle – requisition creation and approval, sourcing, candidate screening, interview scheduling, offer management, background verification, and onboarding – and translate this knowledge into effective Taleo configurations.
Lead the design, configuration, testing, and rollout of new Taleo features, workflows, and enhancements aligned to evolving recruitment and business needs.
Provide advanced production support and root-cause troubleshooting for issues related to requisitions, workflows, offers, career sites, and integrations.
Manage Taleo upgrades, patches, and release cycles, ensuring minimal disruption to live recruitment operations.
Taleo Connect Client (TCC) & Integrations
Serve as the hands-on subject matter expert for Taleo Connect Client (TCC), independently building, testing, scheduling, and troubleshooting inbound/outbound data integrations and exports/imports.
Design, build, and maintain integrations between Taleo and HRMS/ERP systems, including Oracle ERP/HCM, ensuring seamless data flow for candidate, requisition, and employee records.
Own integrations with background check providers, job boards/aggregators, and career site platforms, ensuring accurate posting, sourcing, and candidate data exchange.
Work with XML, CSV, flat-file structures, web services, and APIs to support integration development, monitoring, and error resolution.
Ensure data integrity, security, and compliance across all integration touchpoints in line with organizational and regulatory requirements.
Implementation & Project Delivery
Independently manage and execute Taleo ATS implementations end-to-end, from requirements gathering and solution design through configuration, testing, cutover, and hypercare support.
Prepare functional and technical specification documents, configuration workbooks, test scripts, and cutover/rollout plans.
Lead user acceptance testing (UAT) cycles, coordinate defect resolution, and manage go-live readiness.
Drive process improvement initiatives to optimize recruitment workflows, system performance, and user experience.
Stakeholder & Vendor Management
Act as the primary liaison between HR, Talent Acquisition, IT, and business leadership to gather requirements and translate them into scalable Taleo solutions.
Build strong working relationships with stakeholders across geographies, managing expectations, timelines, and priorities effectively.
Manage relationships with Oracle Taleo support, implementation partners, background check vendors, and job board/career site providers, including contract deliverables, SLAs, and issue escalation.
Communicate clearly and confidently with technical and non-technical audiences, through written documentation, presentations, and verbal updates to stakeholders and leadership.
Reporting, Compliance & Mentoring
Develop and maintain standard and custom Taleo reports and dashboards to support recruiting metrics, compliance reporting, and executive insights.
Ensure recruitment processes and system configurations align with applicable compliance requirements (e.g., EEOC, OFCCP, GDPR, and internal audit/SOX controls where applicable).
Provide technical and functional guidance to junior analysts and HR systems team members, and contribute to knowledge transfer, training, and documentation.
Required Qualifications
Experience
8–12+ years of overall IT/HR systems experience, with a significant portion focused on Oracle Taleo Enterprise Edition.
Proven track record of having managed and executed at least one full-cycle Taleo ATS implementation, in addition to multiple enhancement and support engagements.
Mandatory hands-on expertise with Taleo Connect Client (TCC), including building and troubleshooting integrations independently.
Demonstrated experience integrating Taleo with HRMS/ERP platforms (e.g., Oracle ERP/HCM), background check providers, job boards, and career sites.
Technical & Functional Skills
Strong functional command of the end-to-end recruitment process and how it maps to Taleo Recruiting, requisition lifecycle, candidate management, and offer processes.
In-depth, hands-on knowledge of Taleo application features and functions across Recruiting, Onboarding, and Career Sections.
Proficiency with XML, CSV, and data integration techniques, along with web services and APIs.
Experience with Career Section configuration, branding, and localization.
Strong reporting and analytics capability within the Taleo platform.
Soft Skills
Excellent written and oral communication skills, with the ability to present clearly to both technical and business stakeholders.
Strong stakeholder management skills, with the ability to influence, negotiate, and drive alignment across cross-functional and cross-geography teams.
Demonstrated vendor management experience, including managing SLAs, escalations, and deliverables with external partners.
Strong analytical, problem-solving, and decision-making abilities.
Ability to work independently, manage multiple priorities, and lead initiatives in a fast-paced environment.
Preferred Qualifications
Oracle Taleo certification(s).
Experience with Oracle HCM Cloud or Oracle ERP integrations.
Exposure to global recruiting processes and compliance requirements (GDPR, EEOC, OFCCP).
Prior experience in large enterprise or global HR/IT environments.
Education
Bachelor's degree in Information Technology, Human Resources, Business Administration, or a related field (or equivalent practical experience).
